The new Microsoft Copilot Credits model introduces a common usage-based currency across Microsoft’s growing portfolio of AI and agentic services.

That includes Copilot Cowork, Microsoft Copilot Studio, Work IQ APIs, Dynamics 365 agents and Power Platform AI capabilities.

For Microsoft 365 customers, the important question is not simply “What are Copilot Credits?”

It is:

Which Copilot capabilities are included in my existing Microsoft 365 Copilot license, which ones consume Copilot Credits, and how much could they cost?

Microsoft’s August 2026 Copilot Credits Guide provides the clearest picture yet of how this model works.

Importantly, Microsoft 365 Copilot remains a per-user subscription, while certain additional AI and agentic workloads use consumption-based Copilot Credits.

Here’s what you need to know.

What are Microsoft Copilot Credits?

Copilot Credits are Microsoft’s common currency for usage-based AI billing.

Rather than charging a fixed amount for every AI capability, Microsoft can measure the amount of work an AI system performs and charge based on that consumption.

The model is particularly relevant as Microsoft moves beyond simple AI chat toward agentic AI.

A traditional Copilot prompt might generate an answer.

An agent can do considerably more.

It might:

  • Search multiple sources
  • Reason over information
  • Retrieve organizational context
  • Call APIs
  • Update documents
  • Send an email
  • Schedule a meeting
  • Run a workflow
  • Continue working through multiple steps

The amount of work required to complete a task can therefore vary significantly.

Microsoft’s Copilot Credits model is designed around that variability. Credit consumption depends on the complexity of the response, action or operation, and credits are pooled at the tenant level across supported experiences.

This means an organization’s total cost is based on the Copilot Credits consumed across its supported workloads, rather than treating each workload as a completely separate pool.

The important distinction

This does not mean every interaction with Microsoft 365 Copilot suddenly costs a separate fee.

Microsoft explicitly states that the Microsoft 365 Copilot subscription continues to include Copilot Chat, Copilot across Microsoft 365 applications, Microsoft-built agents such as Researcher, Analyst and Facilitator, Work IQ grounding and access to multiple models.

The distinction is important:

Microsoft 365 Copilot remains subscription-based. Some additional and more advanced AI workloads are usage-based.

How much do Microsoft Copilot Credits cost?

Microsoft currently lists Pay-As-You-Go Copilot Credits at $0.01 per Copilot Credit.

With Pay-As-You-Go, organizations pay for the Copilot Credits actually consumed during the billing month. There is no upfront commitment.

Microsoft also offers a Copilot Credit Pre-Purchase Plan, or P3, for organizations that want to purchase a pool of credits in advance.

The current P3 tiers are:

The P3 plan is a one-year, pay-upfront purchase option. Purchased credits are automatically deducted from the P3 balance.

If usage exceeds the available credits, customers can purchase additional credits or be billed through Pay-As-You-Go.

One important consideration is that unused P3 credits expire at the end of the annual term.

Both Pay-As-You-Go and P3 purchasing constructs decrement the Microsoft Azure Consumption Commitment (MACC).

What uses Microsoft Copilot Credits?

This is where the new guidance becomes particularly important.

Microsoft’s guide identifies four major areas where usage-based billing applies:

  1. Copilot Cowork
  2. Work IQ APIs
  3. Microsoft Copilot Studio
  4. Business Applications

But the way credits are consumed is different in each scenario.

1. Copilot Cowork and Copilot Credits

Copilot Cowork is Microsoft’s agentic system for completing complex, multi-step work.

Instead of simply answering a question, Cowork can plan and execute work across Microsoft 365.

For example, Cowork can send emails, schedule meetings, create documents, post in Teams and manage files while operating within Microsoft 365’s security and governance boundaries.

And this is where Copilot Credits become particularly important.

How does Copilot Cowork consume credits?

Microsoft identifies four factors that drive Copilot Credit usage:

Models

The AI models selected for the task, which can vary depending on the quality, speed and cost required.

Runtime

The managed cloud orchestration that runs agents and keeps them working across tasks, including long-running work.

Context

The understanding of people, roles and collaboration patterns behind the work, drawn from emails, files, meetings and past interactions.

Tools

The actions the system takes to get work done, including sending emails, scheduling meetings and updating documents.

This means there isn’t a simple “one Cowork task = X credits” calculation.

A relatively simple task might consume substantially fewer credits than a complex task involving multiple sources, extensive reasoning and multiple actions.

Microsoft Cowork credit estimates

Microsoft provides three broad planning categories:

These figures are rough planning estimates. Actual pricing will vary based on workflows and usage patterns.

Microsoft recommends estimating Cowork usage by:

  1. Determining the number of Cowork users, grouped by persona
  2. Estimating the number of prompts per persona
  3. Categorizing prompts across light, medium and heavy usage
  4. Applying an average price per prompt

That produces an estimated monthly Copilot Credit spend for Cowork.

One important licensing point

Copilot Cowork requires a Microsoft 365 Copilot license.

However, the Microsoft 365 Copilot subscription does not include Cowork entitlements.

Cowork is billed based on usage, in proportion to the work it performs.

2. Work IQ APIs and Copilot Credits

Work IQ is a workplace intelligence layer that provides semantic understanding of activity across an organization.

It uses signals from Microsoft 365 and business systems to provide agent-ready intelligence for grounding, reasoning and permission awareness.

Work IQ is also accessible through APIs for use in agents and AI solutions.

This creates an important licensing distinction.

Microsoft 365 Copilot is natively built on Work IQ.

Using Work IQ within Microsoft 365 Copilot experiences does not create an additional Copilot Credit charge.

However, accessing Work IQ through the Work IQ APIs is usage-based and consumes Copilot Credits.

That means an organization could have:

Microsoft 365 Copilot

→ Work IQ included in the experience

versus:

Custom agent or AI solution

→ Work IQ API

→ Copilot Credits consumed

This distinction will matter increasingly as organizations start building their own agents and AI solutions.

How are Work IQ API credits calculated?

Microsoft splits Work IQ API consumption into two components.

The variable component covers query-style consumption, including grounding, retrieval and reasoning.

The Work IQ Tools API has a static charge of 0.1 Copilot Credit per API call for actions and tools.

Microsoft also provides light, medium and heavy usage scenarios because actual consumption varies with the complexity of the query.

What about the older Retrieval API and Chat API?

There is an important clarification in Microsoft’s new guidance for organizations already using Microsoft’s older APIs.

Microsoft says there are no changes to the licensing for older APIs such as the Retrieval API and Chat API.

Users licensed with Microsoft 365 Copilot were not charged for use of these APIs under the existing model, and Microsoft says this licensing model will continue for now.

This means the introduction of Copilot Credits does not automatically mean that existing Retrieval API and Chat API usage becomes newly chargeable.

3. Microsoft Copilot Studio and Copilot Credits

Copilot Studio is another major part of the Copilot Credits model.

Microsoft Copilot Studio allows organizations to create, customize and deploy agents for internal and external scenarios.

The new guidance introduces an important distinction around how agents are built.

Copilot Studio supports three harnesses:

  • GitHub Copilot Harness
  • Standard Harness
  • Copilot Chat Harness

The harness determines the type of agent-building experience being used and can affect how Copilot Credits are consumed.

Standard and Copilot Chat harnesses

Agents and agent flows built through the Standard harness, and agents built using the Copilot Chat harness, are billed through Copilot Credits in the applicable scenarios.

Microsoft notes that these rates do not apply to Microsoft 365 Copilot users in authenticated B2E scenarios.

The GitHub Copilot harness is different

The GitHub Copilot harness introduces another layer of consumption.

Microsoft says agents and workflows built with the GitHub Copilot harness consume Copilot Credits during both creation and runtime execution.

That means organizations need to think about two separate areas of consumption:

Building the agent

Copilot Credits are used for LLM-powered maker experiences, including natural-language authoring.

Microsoft provides these planning ranges:

Conversation turns are the number of user-sent messages in a single creation session. More turns generally indicate a more complex scenario requiring iterative refinement.

Preview and evaluation consume credits equivalent to agent runtime usage.

However, Microsoft says no Copilot Credits are consumed for manual configuration, including work performed in the Build and Monitor tabs.

Running the agent

Runtime usage is driven by the complexity of the work being performed.

Microsoft identifies four factors:

  • Models
  • Runtime
  • Context
  • Tools

These are the same factors Microsoft identifies for Copilot Cowork.

Microsoft provides the following indicative runtime ranges for the GitHub Copilot harness:

Microsoft stresses that these are illustrative estimates and that actual credit consumption varies according to task complexity.

This is a significant consideration for organizations moving from experimenting with agents to building production-grade agentic workflows.

Agent development and runtime usage can both become part of your AI consumption model.

4. Dynamics 365 and Power Platform

Copilot Credits also extend beyond Microsoft 365.

Across Business Applications, Microsoft says Copilot Credits power AI and agentic capabilities in Dynamics 365 and Power Platform.

The key difference is what each relevant license already includes.

Dynamics 365 agents

Copilot Credits are consumed in both prebuilt and custom Dynamics 365 agents.

These credits pool at the tenant level and can be allocated to environments to manage usage across workloads.

Power Apps and Power Automate

For Power Platform workloads, Copilot Credits apply when AI or agentic functionality is invoked, such as:

  • Copilot Studio Agents embedded in apps or workflows
  • AI Tools
  • Prompts
  • Generative AI capabilities
  • Summarization
  • Data exploration
  • Document processing
  • Copilot-assisted features when usage exceeds included entitlements or is backed by Copilot Credits

This is why simply asking “Do we have Microsoft Copilot licenses?” is no longer enough when planning an enterprise AI rollout.

You also need to understand what those licenses cover and which workloads introduce consumption-based charges.

What does Microsoft 365 Copilot still include?

This is arguably the most important part of Microsoft’s new guidance.

The Microsoft 365 Copilot subscription is not disappearing.

Microsoft explicitly reaffirms its commitment to the per-user subscription model.

The subscription currently includes:

  • Copilot Chat in Microsoft 365
  • Copilot experiences across Word
  • Copilot experiences across Excel
  • Copilot experiences across PowerPoint
  • Copilot experiences across OneNote
  • Copilot experiences across Outlook
  • Copilot experiences across Teams
  • Microsoft-built agents and experiences such as Researcher, Analyst and Facilitator
  • Work IQ grounding across emails, calendar, files, people and organizational context
  • Access to multiple models that power Copilot experiences

Microsoft says it remains committed to continued investment in the Microsoft 365 Copilot per-user offering.

This creates a useful way to think about the Microsoft AI licensing model.

Subscription

Microsoft 365 Copilot

Provides the core employee AI experience through a predictable per-user subscription.

Consumption

Copilot Credits

Provide usage-based billing for additional AI workloads where the amount of work performed can vary significantly.

This distinction is likely to become increasingly important as Microsoft adds more agentic capabilities.

How do you control Microsoft Copilot Credit spending?

Usage-based AI creates a new challenge for IT leaders.

With a traditional software license, you know approximately what the monthly bill will be before employees use the product.

With agentic AI, usage can vary.

One employee might run a handful of lightweight tasks.

Another might run complex, multi-step workflows that consume significantly more credits.

Microsoft therefore provides centralized cost and usage management through the Microsoft 365 admin center.

Administrators can:

  • Monitor spend and usage
  • Configure spending policies
  • Define usage thresholds
  • Manage Copilot Credit allocation
  • Manage consumption across workloads
  • Maintain visibility into AI consumption and costs

This is an important part of responsible Copilot deployment.

For organizations adopting agentic AI at scale, usage monitoring and governance should be considered part of the deployment rather than something to address after consumption has already grown.

Pay-As-You-Go vs Copilot Credit P3

Microsoft provides two primary purchasing constructs for Copilot Credits.

Pay-As-You-Go

Pay-As-You-Go allows organizations to pay after consumption.

The current price is $0.01 per Copilot Credit.

There is no upfront commitment, making it a flexible option for organizations whose consumption patterns are not yet established.

Copilot Credit Pre-Purchase Plan

The Copilot Credit Pre-Purchase Plan, or P3, allows organizations to purchase a pool of credits upfront for a one-year term.

The larger the commitment, the larger the available discount, ranging from 5% to 20%.

However, unused credits expire at the end of the annual term.

For organizations that do not yet understand their consumption patterns, a sensible approach may be to start with Pay-As-You-Go, establish actual usage patterns, and then consider whether a P3 commitment makes commercial sense.

That is a Cloud Revolution recommendation rather than a Microsoft requirement.

Should you buy Copilot Credits?

There isn’t a single answer.

The right purchasing approach depends on how much usage an organization expects and how predictable that usage is.

For organizations with substantial and predictable Copilot Credit consumption, P3 can provide a discount compared with Pay-As-You-Go.

For organizations still experimenting with agentic AI, Pay-As-You-Go may provide greater flexibility while usage patterns are established.

The mistake would be committing to a large volume of credits before understanding what your users and agents actually consume.

Microsoft’s own Cowork guidance recommends modelling users, usage intensity and prompt volumes to estimate consumption.

What this means for Microsoft 365 Copilot buyers

The new Copilot Credits model changes the conversation around Microsoft AI.

Previously, an organization could ask:

“How many Microsoft 365 Copilot licenses do we need?”

That question still matters.

But it is increasingly only the first question.

Enterprise AI planning now needs to consider:

1. Which users need Microsoft 365 Copilot?

This determines access to the core Microsoft 365 Copilot experience.

2. Which users need agentic capabilities?

Cowork and other advanced workloads introduce usage-based consumption.

3. Are we building custom agents?

Copilot Studio and Work IQ APIs can introduce additional Copilot Credit consumption.

4. How complex will those agents be?

Models, runtime, context and tools all contribute to consumption in applicable scenarios.

5. How will we govern AI spending?

Usage monitoring, spending policies and thresholds need to be part of the deployment plan.

6. Should we use Pay-As-You-Go or P3?

That depends on actual and forecast consumption.

The biggest mistake to avoid with Copilot Credits

Don’t treat Copilot Credits as another Microsoft license to buy and forget about.

They work more like a cloud consumption model than a traditional per-user software license.

The question isn’t simply:

“How many credits do we need?”

It’s:

“What AI work are we going to perform, how often will we perform it, and what will that work cost?”

That is a fundamentally different way of planning Microsoft AI.

The organizations that get the most value from Copilot Credits will be the ones that connect usage, governance and business outcomes.

They won’t simply deploy agents because the technology is available.

They’ll understand what each agent is supposed to accomplish, who will use it, how frequently it will run, what it will cost and whether the resulting business value justifies that consumption.

What should Microsoft customers do now?

If you’re already using Microsoft 365 Copilot, this isn’t a reason to panic.

It is a reason to change how you plan your AI deployment.

Start by separating your AI roadmap into three categories:

Included Microsoft 365 Copilot experiences

The capabilities covered by the existing per-user subscription.

Usage-based Microsoft AI

Capabilities such as Cowork and Work IQ APIs where consumption needs to be forecast and governed.

Custom agent workloads

Agents and workflows built through Copilot Studio and other platforms where credit consumption depends on how the agent is designed and used.

That gives you a much clearer picture of where your Microsoft AI spend is likely to come from.

And importantly, it lets you make licensing decisions based on actual business requirements rather than simply buying more Microsoft licenses.

Microsoft’s Copilot licensing model is becoming more sophisticated as AI moves from simple productivity assistance toward autonomous, agent-driven work.
